Summary and general information about RISEx REST API

RISEx currently supports REST with WebSocket API
Timestamp
All time and timestamp related fields are in nanoseconds unless explicitly defined otherwise
Rate limits
Rate limit is applied per IP as followed:
- REST: 500 requests/10s
- Websocket: 10 requests/s
